3.3 Horizon Scanning: Preparing for Quantum and Navigating the Regulatory Maze
Building a resilient security posture in 2025 requires not only addressing the threats of today but also preparing for the challenges of tomorrow. Two powerful external forces are increasingly shaping organizational security strategy: the long-term technological threat of quantum computing and the immediate pressures of a rapidly evolving regulatory and financial landscape. Forward-thinking organizations must scan this horizon to navigate the complex maze of compliance, insurance, and future-proofing their cryptographic infrastructure.
The Quantum Threat and the Post-Quantum Transition
Quantum computing represents a fundamental, paradigm-shifting threat to modern security. While still in a nascent stage of development, researchers predict that a cryptographically relevant quantum computer—one powerful enough to break the mathematical problems underlying today's encryption—could appear within the next decade.59 Such a machine would render most of the public-key cryptography that protects nearly all modern digital communications and commerce completely obsolete.12 This includes the algorithms used to secure websites (TLS), remote connections (SSH), and digital signatures.
This creates an urgent threat known as "harvest now, decrypt later".13 Adversaries, particularly nation-states, can capture and store encrypted data today with the expectation that they will be able to decrypt it in the future once a powerful quantum computer is available. This means that data with a long-term need for confidentiality—such as national security secrets, intellectual property, or personal health records—is already at risk.
In response to this looming threat, the U.S. National Institute of Standards and Technology (NIST) has been leading a multi-year, global effort to develop and standardize a new generation of Post-Quantum Cryptography (PQC) algorithms.12 These are algorithms designed to be secure against attack from both conventional and quantum computers. After a rigorous process of soliciting and evaluating candidate algorithms from around the world, NIST released the first three finalized PQC standards in 2024. These standards, which include algorithms for general encryption (FIPS 203) and digital signatures (FIPS 204 and FIPS 205), are now ready for implementation.13
Organizations are strongly urged to begin planning for the migration to PQC immediately. This is a complex and long-term undertaking. The first step is to conduct a thorough inventory of all systems and applications that use public-key cryptography to understand the scope of the migration challenge.12 This process, known as cryptographic discovery, is critical for prioritizing the transition of the most sensitive systems. Organizations must begin engaging with their technology vendors to understand their PQC roadmaps and ensure that new products are being built with quantum-resistant algorithms.63

This landmark piece of legislation, which officially repeals the original NIS Directive as of October 18, 2024, establishes a significantly stricter, broader, and more unified cybersecurity legal framework across the EU.10

- Expanded Scope: The directive applies to a much wider range of sectors than its predecessor, now covering "essential" and "important" entities in areas like digital service providers (including cloud platforms and social networks), waste management, and critical manufacturing, in addition to traditional sectors like energy, transport, and finance. It also applies to all medium-sized and large entities within these sectors.10
- Stringent Security Requirements: NIS2 moves beyond high-level principles and mandates a specific set of cybersecurity risk management measures that organizations must implement. These include policies on risk analysis, incident handling, business continuity, and, critically, supply chain security. It also explicitly requires the use of multi-factor authentication or continuous authentication solutions, cryptography, and encryption where appropriate.11
- Direct Management Liability: In its most significant departure from previous regulations, NIS2 places direct accountability for cybersecurity on the highest levels of an organization. The directive states that management bodies must approve and oversee the implementation of cybersecurity measures and can be held personally liable for infringements.11 This, combined with the power for national authorities to impose significant fines, elevates cybersecurity from an IT issue to a mandatory boardroom-level governance concern.
The requirements of NIS2 and the principles of Zero Trust are not separate concepts; they are two sides of the same coin. A close examination of the NIS2 mandates—such as enforcing strong access control policies, securing the supply chain, and using MFA—reveals that they are the practical, technical implementations of core Zero Trust tenets like "Continuously Verify" and "Limit the Blast Radius." Therefore, for the thousands of organizations that fall under its scope, implementing a robust Zero Trust architecture is the most direct and effective path to achieving and demonstrating NIS2 compliance. The directive acts as the regulatory "stick" that will compel organizations to adopt the resilient security strategies that the cybersecurity community has been advocating for years.

- Organizational Resilience: Address the Human and Supply Chain Gaps

- Bridge the AI Implementation Gap: The disconnect between executive AI adoption and frontline employee readiness is a critical vulnerability. - Begin the Post-Quantum Transition Now: The threat from quantum computing is no longer theoretical. Organizations must act now to mitigate the "harvest now, decrypt later" risk. The first step is to initiate a comprehensive inventory of all cryptographic assets to understand the scale of the migration challenge. This plan should be integrated into technology roadmaps and vendor selection criteria.
- Treat Regulation as a Guide, Not a Burden: Regulatory frameworks like the EU's NIS2 Directive are a powerful forcing function for improved security. Instead of viewing them as a compliance burden, organizations should use them as a strategic guide for building genuine cyber resilience. The specific mandates within NIS2—such as management liability, supply chain security, and MFA—provide a clear roadmap that aligns perfectly with Zero Trust principles. Achieving robust security is the most effective way to ensure compliance.
- Integrate Cyber Insurance as a Risk Transfer Mechanism: Cyber insurance is a vital component of a modern risk management strategy, but it is not a replacement for strong technical controls. Organizations should work to meet the high standards of security hygiene demanded by insurers to secure favorable terms. Insurance should be viewed as a mechanism to transfer residual risk that remains after robust security measures have been implemented, not as a substitute for them.
